A INFLUÊNCIA DA SELETIVIDADE INDIRETA NA ATIVIDADE INVESTIGATIVA DA POLÍCIA CIVIL DE SANTA CATARINA

Resumo

Resumo: O presente estudo aborda a questão da seletividade na investigação criminal realizada pela Polícia Civil, mais especificamente, a Polícia Civil do Estado de Santa Catarina. O artigo discorre sobre características e peculiaridades da instituição Polícia Civil, bem como a missão, as atividades e as suas funções enquanto polícia judiciária. Valendo–se de pesquisa bibliográfica, examina a questão da obrigatoriedade da instauração do Inquérito Policial e o problema do escasso efetivo frente à elevada quantidade de crimes passíveis de intervenção estatal. A respeito da seletividade, procura deixar claras as características dessa prática, para então tratar da seletividade indireta e seus efeitos na investigação criminal desenvolvida. Analisa a criação de Delegacias Especializadas no Estado de Santa Catarina, constatando ser esta uma importante forma de selecionar as áreas que mais demandam esforços investigativos, diante de crimes graves e de maior repercussão. Foi verificado que os investimentos precisam ser voltados para essas especializadas, as quais se encontram distribuídas pelo Estado, a fim de promover avanços e processos de modernização na investigação levada a cabo pela Polícia Civil.

Abstract: This research analizes the issue of selectivity in the criminal investigation carried out by the Civil Police, more specifically, by Santa Catarina Civil Police. First, the article discusses the characteristics and peculiarities of the Civil Police institution, its mission, activities, and functions as judicial police. Then, using bibliographic research, it examines the question of the mandatory establishment of the Police Inquiry and the problem of the scarcity of personnel in the face of the high number of crimes subject to state intervention. Regarding selectivity, it seeks to clarify the characteristics of this practice to then deal with indirect selectivity, and its effects on the criminal investigation carried out. Finally, it analyzes the creation of Specialized Police Stations in the State of Santa Catarina, noting that this is a crucial way to select the areas that most demand investigative efforts in the face of serious crimes and more significant repercussions. It was verified that the investments need to be directed to these specialists, distributed by the State, to promote advances and modernization processes in the investigation carried out by the Civil Police.
