INTELLIGENCE-LED POLICING NA POLÍCIA CIVIL DO DISTRITO FEDERAL: UM ESTUDO SOBRE DOCUMENTOS INSTITUCIONAIS

Resumo: O presente estudo tem como objetivo investigar a presença do modelo Intelligence-Led Policing (ILP) na Polícia Civil do Distrito Federal e compreender em que medida a organização se aproxima dessa filosofia de trabalho. A pergunta de pesquisa é: há elementos na realidade institucional que apontam para a adoção do Intelligence-Led Policing? O estudo é de caráter qualitativo, por meio de análise de conteúdo sobre documentos institucionais. Os resultados indicaram que, no plano estratégico para o quadriênio 2019-2023, foram identificados oito indícios textuais de adoção do ILP, os quais não foram confirmados. Nas normas sobre estrutura e atribuições da unidade de inteligência, bem como o processo de aquisição de sofitware de inteligência, também foram encontrados indícios textuais associados ao ILP, os quais também não foram confirmados. O achado principal aponta que a organização enfatiza a obtenção de resultados, sem confirmação de indícios que apontam para a superação do modelo tradicional de gestão policial, no sentido de adoção do ILP. Faz-se necessário aprofundar o estudo para investigar práticas de ILP no cotidiano policial, especialmente sobre barreiras culturais, bem como na relação entre unidades especializadas, circunscricionais e de inteligência.

Abstract: The present study aims to investigate the presence of the Intelligence-Led Policing (ILP) model within the Civil Police of the Federal District (PCDF) and to understand the extent to which the organization aligns with this professional philosophy. The research question is: Are there elements within the institutional reality that indicate the adoption of Intelligence-Led Policing? This is a qualitative study, conducted through content analysis of institutional documents. The results showed that, in the strategic plan for the 2019–2023 quadrennium, eight textual indications of ILP adoption were identified, none of which were confirmed. In the regulations concerning the structure and responsibilities of the intelligence unit, as well as in the process for acquiring intelligence software, textual indications associated with ILP were also found, but likewise not confirmed. The main finding suggests that the organization places strong emphasis on achieving results, yet without confirming indications that point to a shift away from the traditional model of police management toward ILP. Further research is needed to examine ILP practices in day-to-day police work, particularly regarding cultural barriers and the relationship between specialized units, precinct units, and intelligence units.
